Crawford v. University of North Carolina, 440 F. Supp 1047 (4th Cir. (NC)  Nov. 1977)

A deaf graduate student sought declaratory and injunctive relief against defendant for violating Section 504 by denying him services of a sign language interpreter. Preliminary injunctive relief was ordered on condition that plaintiff initiate an administrative complaint with the former Department of Health, Education and Welfare (HEW). Plaintiff established a probable right to permanent relief and that he would suffer irreparable injury without preliminary relief.  The estimated interpreter costs for the upcoming semester were between $1,000 and $3,000.  The court noted the “tremendous burden which might be imposed upon the University in fully implementing the regulations issued under the Rehabilitation Act.”
